When I tried to open a WindowsForm with View Designer, this error occurred. This happened for both new C#/VB WindowsForms Application projects. Go to C:/Windows/assembly and wherever you see duplicate assemblies with the 8.0.0.0 version number, right click on each to determine their dates. Once you know which is older, right-click the older one and uninstall.
